จากผลการศึกษาที่ได้ทำการทบทวนแผนดำเ

จากผลการศึกษาที่ได้ทำการทบทวนแผนดำเนินการ ยุทธศาสตร์ที่สำคัญของหน่วยงานที่เกี่ยวข้องเพื่อจัดทำแผนแม่บทการพัฒนาทางหลวง 11 ปี (พ.ศ.2555 - พ.ศ.2559) ซึ่งที่ปรึกษาได้พิจารณาแล้วว่าแผนแม่บทดังกล่าวมีความสำคัญอย่างมาก ดังนั้นที่ปรึกษาจะนำโครงการต่างๆที่ได้ถูกเสนอตามแผนแม่บทดังกล่าวมาพิจารณาประกอบในการศึกษาทั้งในด้านเศรษฐกิจ วิศวกรรมและสิ่งแวดล้อม รวมทั้งจัดทำแผนการดำเนินโครงการเพื่อให้มีทิศทางและเป้าหมายสอดคล้องกับแผนแม่บทของกรมทางหลวงต่อไป

ทั้งนี้ บทสรุปของการศึกษา มีดังต่อไปนี้
จากการที่ประเทศไทยมีการพัฒนาอย่างต่อเนื่องในช่วงปี พ.ศ.2530 ทำให้มีความต้องการในการเดินทางเพิ่มขึ้นอย่างรวดเร็ว ซึ่งจากการอ้างอิงการศึกษาการพัฒนาทางด้านเศรษฐกิจของต่างประเทศพบว่า รูปแบบการจัดการเส้นทางให้มีการควบคุมทางเข้าและออก (Control Access) นั้น ก่อให้เกิดการความสะดวกรวดเร็วในการเดินทาง ความปลอดภัยในการขนส่งและการพัฒนาพื้นที่ ซึ่งเมื่อทำการเปรียบเทียบระบบทางที่ควบคุมทางเข้าออกกับเส้นทางถนนทั้งหมดของประเทศที่มีการพัฒนาแล้ว เช่น ประเทศญี่ปุ่นหรือประเทศอเมริกา ประเทศไทย มีสัดส่วนที่ค่อนข้างต่ำมาก ดังนั้นจึงได้มีการร่วมมือทำการศึกษาเพื่อพัฒนาระบบโครงข่ายทางหลวงพิเศษ (Motorway) สำหรับประเทศไทยขึ้น เพื่อส่งเสริมความสะดวกในการคมนาคมขนส่งทางถนน โดยการสนับสนุนการศึกษาจากประเทศญี่ปุ่นผ่านทางหน่วยงาน Japan International Cooperation Agency หรือ JICA ในปี พ.ศ.2534

จากการศึกษาโดยคณะทำงานจากประเทศญี่ปุ่น ได้มีการนำเสนอเส้นทางทางหลวงพิเศษโดยมุ่งเน้นการพัฒนาเส้นทางจากกรุงเทพมหานคร ซึ่งเป็นศูนย์กลางในการพัฒนาและบริหารประเทศ กระจายไปยังพื้นที่ภูมิภาคต่างๆ ของประเทศ รวมถึงแนวจุดเชื่อมต่อระหว่างประเทศไทยกับประเทศเพื่อนบ้าน ซึ่งสามารถสรุปเป็นโครงข่ายเส้นทางสำหรับการพัฒนาระยะเวลา 20 ปี ระยะทางทั้งสิ้น 4,300 กม. คิดเป็นงบประมาณรวม 355,831 ล้านบาท (ราคาปี พ.ศ.2534) ซึ่งสามารถแบ่งออกเป็นแผนการพัฒนา 3 ช่วง ได้แก่
ช่วงที่ 1 ระยะเวลา 5 ปี (พ.ศ.2534-2538) ระยะทาง 860 กม.
ช่วงที่ 2 ระยะเวลา 5 ปี (พ.ศ.2539-2543) ระยะทาง 1,070 กม.
ช่วงที่ 3 ระยะเวลา 10 ปี (พ.ศ.2544-2553) ระยะทาง 2,400 กม.

ในส่วนการจัดเก็บค่าผ่านทางเพื่อนำมาชำระค่าก่อสร้างนั้น ทางคณะทำงานได้ทำการศึกษาโดยสมมุติอัตราค่าใช้ระบบตามระยะทางโดยมีอัตรา 1.0 บาทต่อกิโลเมตร สำหรับรถยนต์ส่วนบุคคล รถบรรทุกเล็กและรถโดยสารขนาดเล็ก และ 2.0 บาทต่อกิโลเมตร สำหรับรถบรรทุกและรถโดยสารทั้งขนาดกลางและใหญ่ เพื่อนำรายได้จากค่าผ่านทางเหล่านี้มาใช้เป็นค่าดำเนินการและค่าก่อสร้างในเส้นทางที่จะทำการก่อสร้างในขั้นถัดไป

ทั้งนี้ ในปี พ.ศ. 2539 กรมทางหลวงได้นำการศึกษาดังกล่าวมาจัดทำ “แผนแม่บทการก่อสร้างทางหลวงพิเศษระหว่างเมืองของประเทศไทย” ซึ่งมีการปรับลดเส้นทางกระบี่-ขนอม ทำให้เหลือเส้นทางทั้งสิ้น 13 เส้นทาง ดังแสดงในรูปที่ 3.1-9 ระยะทาง 4,150 กม. คิดเป็นค่าก่อสร้างประมาณ 472,360 ล้านบาท และค่าจัดกรรมสิทธิ์ที่ดินประมาณ 65,600 ล้านบาท โดยกำหนดเป็นแผนระยะยาว 20 ปี ตั้งแต่แผนพัฒนาฯ ฉบับที่ 8 (พ.ศ.2540-2544) จนถึงแผนพัฒนาฯ ฉบับที่ 11 (พ.ศ.2555-2559) ซึ่งนำเสนอคณะรัฐมนตรีเพื่อพิจารณา โดยคณะกรรมการกลั่นกรองฝ่ายเศรษฐกิจได้พิจารณาแล้วมีมติเห็นชอบในหลักการของแผนแม่บทดังกล่าว และให้ดำเนินการต่อไปตามที่กระทรวงคมนาคมเสนอ โดยให้รับความเห็นและข้อสังเกตของคณะกรรมการกลั่นกรองฝ่ายเศรษฐกิจไปพิจารณาดำเนินการด้วย ต่อมาคณะรัฐมนตรีได้มีมติเมื่อวันที่ 22 เมษายน 2540 อนุมัติแผนแม่บทดังกล่าวตามมติคณะกรรมการกลั่นกรองฝ่ายเศรษฐกิจ

ปัจจุบัน (พ.ศ.2555) ทางหลวงพิเศษระหว่างเมืองได้ทำการก่อสร้างและเปิดให้บริการแล้วประมาณ 231 กม. ได้แก่ ทางหลวงพิเศษระหว่างเมือง สายกรุงเทพฯ-ชลบุรี (สายใหม่) ระยะทาง 82 กม. ทางหลวงพิเศษระหว่างเมือง สายวงแหวนรอบนอก กทม. ระยะทาง 64 กม. วงแหวนรอบนอกด้านใต้ช่วงพระประแดง-บางพลี ระยะทางประมาณ 22 กม. และวงแหวนรอบนอกด้านตะวันออกช่วงบางพลี – รามอินทรา ระยะทางประมาณ 1
