ที่ปรึกษาจะต้องศึกษาการเปลี่ยนแปลงทางสังคมในบริเวณพื้นที่อิทธิพลของโครงการ เช่น ประชากร การศึกษา การสาธารณสุข การปกครอง เป็นต้น โดยเน้นให้เห็นถึงการเปลี่ยนแปลงในระดับมหภาคในอดีตและต่อเนื่องไปในอนาคต และจะต้องนำผลการศึกษาที่ได้ใช้ประกอบการศึกษาในปัจจัยผลกระทบทางสิ่งแวดล้อมด้านสังคมในระดับจุลภาคด้วย
4.1.2.3 งานศึกษาและวิเคราะห์แนวโน้มด้านเศรษฐกิจและสังคมในอนาคต
