โดยมีสาระสำคัญ ได้แก่ การพัฒนาเส้นทางตามแนวเศรษฐกิจตะวันออก-ตะวันตก (east-west economic corridor) จาก จ.ตาก ไปยัง จ.นครพนม จ.มุกดาหาร ไปยังประเทศเวียดนาม, การพัฒนาเส้นทาง southern economic corridor จากทวายมา จ.กาญจนบุรี ไปอรัญประเทศเข้าประเทศกัมพูชา

ทางการญี่ปุ่นจะเข้ามาทำการศึกษาว่าควรพัฒนาทั้งสองเส้นทางนี้อย่างไรบ้าง ทั้งในแง่ขนส่ง และการพัฒนาเศรษฐกิจ, การขนส่งสินค้าทางรถไฟที่ปัจจุบันมีสัดส่วนเพียง 2%, การพัฒนาระบบขนส่งมวลชนทางราง, การพัฒนาโครงการรถไฟฟ้าความเร็วสูง กรุงเทพฯ-เชียงใหม่
