2. วัตถุประสงค์
2.1 เพื่อศึกษาแนวทางเลือก และกำหนดตำแหน่งที่เหมาะสม พร้อมจัดทำแบบเชิงหลักการ (Conceptual Design) ของโครงการสะพานสนามบินน้ำ
2.2 เพื่อศึกษาความเหมาะสม ทางด้านวิศวกรรม เศรษฐกิจ สังคม และสิ่งแวดล้อม ของโครงการ
2.3 เพื่อศึกษาผลกระทบสิ่งแวดล้อมเบื้องต้น(IEE) ของโครงการ

3. พื้นที่ศึกษา
พื้นที่ศึกษาครอบคลุมพื้นที่อำเภอเมืองและอำเภอปากเกร็ด จังหวัดนนทบุรี โดยมีจุดเริ่มต้นโครงการบริเวณถนนติวานนท์เส้นทางเลียบถนนสนามบินน้ำ และมุ่งหน้าไปทางทิศตะวันตก ข้ามแม่น้ำเจ้าพระยา ตัดผ่านพื้นที่ตำบลท่าอิฐข้ามคลองบางบัวทอง และไปสิ้นสุดบริเวณถนนราชพฤกษ์ ซึ่งมีระยะทางประมาณ 8 กิโลเมตรดังแสดงที่ตั้งโครงการในรูปที่ 1

4. ขอบเขตการศึกษา
ขอบเขตงานและหน้าที่ของที่ปรึกษา แบ่งเป็น 2 ส่วน ดังนี้
ส่วนที่ 1: งานศึกษาทางเลือกของโครงการ และงานด้านการมีส่วนร่วมของประชาชน
ส่วนที่ 2: งานศึกษาความเหมาะสมโครงการ และงานศึกษาผลกระทบสิ่งแวดล้อมเบื้องต้น (IEE)
