ทั้งนี้ ที่ปรึกษาได้ดำเนินการรวบรวมโครงการที่ส่งผลโดยตรงต่อโครงการศึกษาความเหมาะสมและผลกระทบสิ่งแวดล้อมเบื้องต้นโครงการสะพานสนามบินน้ำ ดังนี้

สรุปสาระสำคัญ
โครงการระบบขนส่งมวลชนทางรางในกรุงเทพมหานครและปริมณฑล โดยการรถไฟแห่งประเทศไทย (รฟท.) พื้นที่โครงการส่วนใหญ่อยู่บนเขตทางของการรถไฟแห่งประเทศไทย ทำหน้าที่ในการบริการขนส่งผู้โดยสารที่อยู่อาศัยในพื้นที่ ชานเมืองเข้าสู่กรุงเทพมหานครด้วยระบบรางที่รวดเร็วและมีประสิทธิภาพ เพื่อป้อนผู้โดยสารเข้าสู่โครงข่ายระบบรถไฟฟ้าขนส่งมวลชนในเมืองซึ่งเปิดให้บริการแล้วในปัจจุบัน และยังจะสร้างเพิ่มเติมอีกในอนาคต ซึ่งที่มีรูปแบบการเดินรถของการรถไฟแห่งประเทศไทยในปัจจุบัน ได้แก่ ขบวนรถไฟทางไกล รถชานเมือง และรถสินค้าที่ลากจูงด้วยหัวรถจักรดีเซล เดินรถร่วมกับระบบรถไฟฟ้าชานเมือง โดยติดตั้งระบบการป้องกันขบวนรถอัตโนมัติ (Automatic Train Protection – ATP) เพิ่มเติม เพื่อให้ขบวนรถทั้งสองระบบเดินรถร่วมกันได้อย่างมีประสิทธิภาพและปลอดภัย ระบบรถไฟชานเมืองสายสีแดงนี้ประกอบด้วย 2 สายทางหลัก แบ่งเป็น 5 ช่วงเส้นทาง ได้แก่ ระบบรถไฟสายสีแดงเข้ม 3 ช่วงเส้นทาง คือ บางซื่อ-รังสิต บางซื่อ-หัวลำโพง และหัวลำโพง-มหาชัย และระบบรถไฟสายสีแดงอ่อน
2 ช่วงเส้นทาง คือ บางซื่อ-ตลิ่งชัน และ บางซื่อ-พญาไท-มักกะสัน
ทั้งนี้ ระบบรถไฟชานเมืองช่วงเส้นทางบางซื่อ-ตลิ่งชัน เป็นหนึ่งในโครงการระบบขนส่งมวลชนและทางด่วนเชื่อมโยงฝั่งพระนครและธนบุรีของกรุงเทพมหานคร ที่เกิดจากแนวคิดในการวางระบบโครงข่ายจราจรตามแนวตะวันออก-ตะวันตก ซึ่งเป็นการตอบสนองนโยบายรัฐบาลในการดำเนินการแก้ไขปัญหาจราจรในเขตกรุงเทพมหานครและปริมณฑล เพื่อความรวดเร็วในการเดินทาง อีกทั้งสามารถเชื่อมต่อกับโครงข่ายระบบขนส่งมวลชนในกรุงเทพมหานครได้อย่างมีประสิทธิภาพ โดยในอนาคตโครงการนี้จะมีเส้นทางต่อเนื่องไปจนถึงจังหวัดนครปฐม เพื่อให้การเดินทางระหว่างชานเมืองกับใจกลางเมืองสะดวกและรวดเร็วขึ้น
